Well technically, it was both Slughorn AND Merry. thought because Voldemort wanted to be DADA teacher when he was eighteen, and at the time, Slughorn had the job.

But Voldemort also applied for DADA when he was older, and by the , Professor Merr thought had the job.

I can't phrase it perfectly, but it was something about being surprised that a Muggle would even be allowed to send a letter to Hogwarts at all. If someone else can give an exact answer, be my guest.
