You could try just googling "art prompt generator", and just drawing the first thing it gives you.

Try getting somehow to draw books from the library to flip through, and use them for a little inspiration.

Color or zentangle, it helps. Something that literally never fails to inspire me to go draw is to watch speedpaints- seriously, after watching one or two I ALWAYS want to go make something, so I'd try that, too.

Ooh, perfectionism. *winces*

First off, I don't believe that art block exists. I believe this so that I don't get it. It helps me focus on solutions.

I usually need inspiration, or want to make a finished piece. Both have simple solutions; for the first, find something new. Go outside, look at other people's art, read a book. If you're lacking energy, get some sleep. I like to start with a feeling. For the second, just go for it. Set aside a big chunk of time, sketch thumbnails for as long as you need to, and when something clicks, let it happen. Keep it simple; the goal is to finish.
