For some reason, when I ever I see "plot bunnies" I think of rabid, glowing red-eyed, fanged, snow-white bunnies.
I picture them as hot pink like the Energizer bunny!

I'm not sure about in Cricket magazine, but in Muse magazine, Hot Pink Bunnies have a significance in fan mail. They are usually used as a threat to the editors to that the editors will show the letter in the magazine.
Example:
Dear Magazine,
Blah blah- stuff about how they love the magazine- blah blah... And if you do not choose this letter, I will send my hot pink bunny minions (who are equipped with throwing pies) to take revenge. Blah Blah blah.

Someone with hot pink bunny minions
age: you don't want to know location: bunny land
You're right, Blue Moon, HPBs are a creation of Muse readers. Maybe one or two letters to Cricket have mentioned them, but those letters were likely from readers who get both Muse and Cricket.
