I Googled this and it seems to be referring to Gerard Way of My Chemical Romance, who at one point got the roots of his hair dyed teal. I think it's kind of pretty, complementing the red around his eyes. He looks good without the dye, too, though. I'm too lazy to follow up on any of the other interesting things I noticed.
