Here is a good comeback that is not mean.
Bully: I hate your shirt.
Target: Well, what do you hate about it?
Bully: I don’t like the color, design, etc.
Target: Which color do you like?
Bully: Blue (or purple, pink, yellow, etc)
Target: Thanks, Ill try to get that color next time. Have a good day!

or, a shorter option
Bully: I don’t like your shirt.
Target: I’m sorry you feel that way, I don’t feel that way about you.

Nice! I like how un-confrontational they are!
Also, my ideas:
Bully: I hate/dislike/mean spirited insult you!
Target: Why don't you like me?
Bully: Because you are a wimp/jerk/sissy/dum insult!
Target: How am I a wimp?
Bully: Because (Something)!
Target: Why am i (Something)?
-Okay, at this point the bully might actually beat you up, but, uh, I'm pretty sure they won't...
I don't have much experience with bullying, as you can see, but I do know that if they just verbally hurt you, they are likely to just walk off in a huff.
I also think that just answering with neutral things to a bully will make it more likely for them to leave you alone, since you aren't responding or getting mad at them, or they will just have no answer for you. Insults back are more likely for you to be punched in the face (if the bully in question is that type, which is unlikely), or for you to actually hurt the bully's feelings. Good people do bad things, or as I put it: "Nobody is comepletely good or bad, we're all a mix, and our actions reflect what we are."
Or just that your choices define you, not your abilities.

If you're openly weird enough, people tend not to annoy you. I'm weird. I'm nerdy. I know it. And so nobody bothers me.
Thankfully, my school has very few problems with bullying. But it has happened.
