I'd say wait for a month or so.  I've been on CaC, and BaB for about a month and at Pudding's Place for about two weeks, and when I was looking at SIs, people were guessing me a lot.  I would say about a month.

I think it's cool whenever you want! I mean, sometimes brand new people participate or make SI's and it just makes the game more challenging and fun. So feel free to do so right now if you want to!

Okay, in that case, I would just go for it. Maybe no one will guess you for the first few, but them you just win. :P It is also a way of becoming better known.
